Logstash offline plugin installation

Hi -

Am using Logstash-5.3.0, tried to create a offline plugin package and moved the ZIP file to my Virtual machine, which doesn't have any connection to the rubygems.org, and when I tried to install the package, but it still its trying to connect to the Internet and throwing a error message as below:

Could someone please help.
