Is it possible to create replicas that are non-serving, not loaded into
memory, and only used for recovery purposes?

It sounds like the next snapshot and restore feature (1.0).
I don't know if it's doable as you described it. I don't think so.

You can do that by disabling the replica (setting the
index.auto_expand_replicas to 'false' and enabling it back when you want).
