Not sure the prerequisite to make a java filter plugin

This document do not show the prerequisite to make a custom java plugin.
I am using logstash 6.5.4
is it available to make a custom one?
Also, is there a logstash codebase jar available directly instead of ./gradlew assemble because i do not have network access for my server
It is really frustrating.
