Output-syslog plugin install on offline system

I have a system with no internet connection with logstash installed. I need to install the output-syslog-plugin I have downloaded the logstash-output-syslog-2.1.0.gem file and tried to use "bin/plugin install /tmp/logstash-output-syslog-2.1.0.gem" but get the following error:

Error Bundler:: HTTPError
could not fetch specs from http://rubygems.org
