Problem snapshot to azure storage accounts

About two months ago, the elastic backups began to fail. The error I get is

IOException [com.microsoft.azure.storage.StorageException: The server is busy.];

I'm backing up to 8 storage accounts
I spoke with Azure's support and they told me to add an exponential backoff but I do not know where I should add it and what exactly I should add.
