Problem with elastic relocation algorithm

Hi, I have cluster with 25 nodes (220 GB each)

On Node17 space left only 40GB, but ES try to move to this node 2 shards 17,7 GB and 16,8.

Next step ES moves 2 same shards to node 20.
Next step To node 17

And this circle for the last 4 hours.

Why it does not send data to node2, 6, 9 ... ?

A lot of nodes with more disk space.

Cluster settings are the default. I have Indexes 125 and total shards 1317. Biggest 2 indexes with 48
shards.
