I'd recommend putting Java installation in a dir which name does not have any special characters or spaces.
Something like C:\Apps\Java\jdk1.8.0_161
for example.
Not sure it's the problem though.
Your JAVA_HOME
environment variable value contains leading and trailing double quotes; if you remove the double quotes from the value, all will be good.
