Saved Objects link disappeared except the default space

I'm using the latest stable version 8.11.4 and I have a strange case in Kibana that I don't have an option for "Saved Objects". This problem exists in all spaces except the default space. I am logged in as root user so I don't think it's a permission issue.

Hi,

Ensure that the role associated with your user has all necessary privileges, including "All" privilege for "Saved Objects Management". If it's not the case, update the privileges and try again.

I've already mentioned that I'm using root user. So it should be assigned full privileges. If not, show how to update the privileges of the root user.
