Unable to retrieve the completed database

I have configured 2 no of shards in separate servers , sometimes we
can see the records visible only half the counts from the total
records from the shards . Unable to retrieve the completed database.

Since i haven't configured any replica, but gateway is available for
this scenario.

Please let me know whats the reason behind this?

i forgot to inform the version i'm using 14.3.
