Is possible to add bootstrap HTML components in Vega-lite charts?.

could you perhaps clarify on what you're trying to do?
You would like to create a vega chart, that renders specific HTML and uses Twitter's bootstrap library?
In general it's not possible to render custom HTML via Vega.
