Add a custom tooltip to charts in Kibana?

I want to add a custom tooltip that explains charts created with Lens.
Is it possible with Kibana?

you mean at the top of the panel or within the chart itself?
I found this issue which describes a plan of providing a better edit flow for panel description: [Lens] [Visualize] edit panel title and description from within editor · Issue #140637 · elastic/kibana · GitHub , does it sounds similar to your idea?
