Add New data node and rebalance in red status

Hello,

One of Data node was failed, And I lose my data(shard). So Cluster health is Red.
But I checked I can search red status index exclude lost data, so i didn't delete red status indexes.

And I add new data node, it was joined in cluster, but shard rebalancing is not work.

In red status, Shard rebalance doesn't work?
