Are Elasticsearch X-Pack Watcher settings dynamic or static?

I need to make one change to the x-pack settings on my ES cluster. According to:

some settings can be updated via the cluster-update-settings API, but when you look at the x-pack watcher settings:

https://www.elastic.co/guide/en/elasticsearch/reference/current/notification-settings.html#notification-settings

they don't say if those settings are static or dynamic. Does anyone know?

I'd like to not have to restart my whole cluster just to make this one change....

so the only settings being able to update dynamically are the notification based ones around setting up user accounts.

I guess I'm scheduling a cluster restart.

It would be helpful if the guide/docs stated that these settings were static with a link to those other pages.
