Beat service does not restart after "apt upgrade"

"unattended upgrades " upgrade our beats (filebeat and metricbeat) but the beat services does not restarted.

If e.g. the "filebeat" package is updated with apt upgrade or automatically with unattended upgrades, then the filebeat service is not automatically restarted (manuel with systemctl restart filebeat).

I also noticed that if you remove the package with apt purge filebeat, the service continues to run in the main memory and has to be stopped manually with systemcl stop filebeat.

This is not normal behavior that you would expect from a package.

Does nobody have this problem? In my opinion this is a bug.
