I noticed we have a https://github.com/elastic/beats-packer repository, but also https://github.com/elastic/beats/tree/master/dev-tools/packer inside the beats repo.
The beats repo seems to have more recent changes. Does the code in the beats repo replace the beats-packer repo, or is there some more complicated relationship?
The code in the elastic/beats-packer repo is used only for building the 1.X releases of beats. For 5.x and all future versions we are using the code in dev-tools/packer. It's easier to keep everything in sync when all the code is in the elastic/beats repo. So eventually we won't need the separate elastic/beats-packer repo (after 1.x is no longer maintained).
