Create kibana dashboard filter using Vega visual

Hello @nyuriks,
I'm trying to create a Kibana filter when clicking an object in a Vega visual. I've found that the feature was released in 6.4 as per issue https://github.com/elastic/kibana/issues/17210. We are currently using 6.5.4.

When I use the test code at https://github.com/nyurik/kibana/commit/00e3f5a72d5461ccf89662662a3f12226cc93b08, clicking the button does not produce the intended results of create a filter in the dashboard containing the test button. The code is copied verbatim. Is there something else required to make the sample code work?
