Directly install logstash output plug in from latest_specs.4.8.gz copied from rubygems.org?

I am getting stuck with an error when I try to install the logstash-output-exec plugin when I run:
./bin/logstash-plugin install logstash-ouput-exec

I have copied latest_specs.4.8.gz from rubygems.org.

Is there some way of directly using this file to install the plugin?
