It is possible to disable permanently information messages on Kibana (currently, we must click on dismiss button).

I cannot find any API to disable them completely, but you could create a Feature request to add one https://github.com/elastic/kibana/issues/new?template=Feature_request.md
In the meantime, you might reduce banner lifetime in:
Stack Management > Advanced Settings > Notifications
