It's VPS and when I start elasticsearch everything OK.

But in browzer http://185.65.247.64:9200 site can’t be reached
All files here http://185.65.247.64/elasticsearch-6.3.2/

It's because of:

 network.host: localhost

You are binding to localhost and not 185.65.247.64.
