I want to know if we can configure Eland using free version of ELK 7.6.

I think that the DataFrame toolset from Eland will work with the free version of the Elastic Stack but machine learning requires a platinum license as described here: Machine Learning - eland 8.11.1 documentation

To use the Elastic Stack machine learning features, you must have the appropriate license and at least one machine learning node in your Elasticsearch cluster. If Elastic Stack security features are enabled, you must also ensure your users have the necessary privileges.
