why i dont have elasticsearch-certutil in my /bin ? is it because my elastic is basic -free and open?

Which version of Elasticsearch have you installed? Is it the oss or default distribution?

i used elasticsearch 7.10, what is OSS?

i install manually not using internet

What is the full name of the file you installed?

elasticsearch-7.10.1-x86_64.rpm i installed on RHEL

That is the default distribution that contains the utility. According to the docs it looks like it may be installed under /etc/elasticsearch.

but this is the only thing in / etc / elasticsearch

It looks like you have installed the correct distribution.

What files do you have in /usr/share/elasticsearch/bin?
