Elasticsearch-reconfigure-node errors and aborts

it errored on the 4th node I ran, previous 3 nodes when I ran reconfigure node with the token it didn't error out.
error message

ERROR: Aborting enrolling to cluster. Could not communicate with the node on any of the addresses from the enrollment token. All of [10.123.1.221:9200] were attempted.

telnet works for both 9200 and 9300.
Why does this occur and how to avoid it ?
Same network and installation setup as previous node
