Elasttic search upgraded from 6.2.2 to 6.5.2

Urgent,

Hi I have installed new elastic search 6.5.2 and moved the old data from 6.2

restarted the elastic search all the previous indices are migrated and the elastic health is yellow,

But whenever I create a new index the cluster is moving to red and can't able to make it work.

as soon as i delete index , it changes back to yellow

Is allocation disabled for some reason?
Check with GET _cluster/settings/

allocation is turned off.
