Email Watcher : How to Read "To :" List from Database

I had configured the Email watcher and successfully send individual reports to different Email distribution lists. But now we have the Distribution Groups defined in our database where my client can control the lists, So wanted to understand if we can read those Distribution lists for Watcher "TO" field from DB ?
We are currently on v7.5
