If you only want to get kibana installed, then try sudo apt update -y --allow-releaseinfo-change and then install as normal. There's some info option on this on the apt-get man page.
There have been other threads on this in past, I thought it had been fixed. if the problem has re-appeared, someone from elastic would be required to fix it.
