Failed to load Pipelines.yml file in windows enviromment!

Hi Elastic Team,

im trying to create multiple pipelines using configuration in pipelines.yml file and hence running logstash in command prompt as " bin/logstash "
so why am i getting error: Failed to read pipelines yaml file. location: C:/users/xxx/downloads/logstash-6.1.1/config/pipelines.yml

any help/reference on this will be much appreciated!
