Fleet server certificate problem (I think)

I see posts similar, people point to the problem, but none point to the fix.

I installed an 8.3.1 fleet server. when trying to enroll the first host, I get error Error:

fail to enroll: fail to execute request to fleet-server: x509: certificate signed by unknown authority

I can't find any understandable way to add my certificate to the fleet server. Opening a browser to port 8220 verifies that this is a self signed cert.

How do I add a cert to fleet?
