Found cold tier replica in hot node

My ES cluster got 3 hot nodes and 1 cold node
1 primary shard and 1 replica for each index.
I create a two tier ilm policy. Hot and Cold
index move to cold node when it is in cold tier.
However, I find my prirep: p is in cold node.
And prirep: r located in one of the hot node.

What I expected is only a copy of index located in cold node.
I don't know what's going wrong. Any idea?

Did you set num of replicas to 0 for cold phase?

Looks like you did not so elastic still see pro and rep shard which can not live on same node..
