Help setting up Rally for Performance Benchmarks

I am trying to setup rally using the docker image rally:2.2.1

When trying to list the tracks, i get this error. How do i get around it.

[WARNING] No Internet connection detected. Automatic download of track data sets etc. is disabled.
[ERROR] Cannot list. Expected a git repository at [/rally/.rally/benchmarks/tracks/default] but the directory does not exist.

I was not able to create post under rally, it says you are not permitted.
Any idea how to get access.

think you just need to add a new topic in the Elasticsearch part of our discuss and tag it with rally
