How can I use a proxy as gateway of my logstash to controll my elasticsearch cluster users?

Hi,
I'm trying to design Elasticsearch as a service platform and I want to control my user in size of logs that they can send to my cluster. how can drop some user's log in logstash input or using a gateway before logstash to meet this requirement?
