I am using the Kibana 5.3 and I want to change the background color of the chart, but I cannot find this option on UI. Is there any way to do this ?

This is mostly unavailable in 5.3, the best you can do is enabling the dark theme on the dashboard page.
In 5.4+ you can build charts with the time series visual builder which allow for customized background colors.
