Need help to know the approaches/ways to configure AWS VPN flow logs in ELK basic license.

we have cloud watch monitor for VPN flow logs.

You could try Logstash with the Grok filter: https://www.elastic.co/guide/en/logstash/current/plugins-filters-grok.html
