How to run logstash configuration file in windows 8 command prompt

I have to run configuration file which is inside of logstash directory. I followed the steps which provided in the document,but failed.

while entering "logstash -f logstash.conf" in the command prompt, i am getting "logstash is not recognized as an external or internal command" Error...
Please help me to move on....

What's the contents of the current directory when you run that command (i.e. run dir and post the output here)?
