Ip skype voice service monitoring with apm

I want to monitor the availability of voice services over ip
I could not start the agent, I'm using windows 10, unload the agent java, my question is, the agent is installed on the application server or I can use the agent on a computer that has the application installed as skype

The Java agent needs to be installed on one of the listed supported servers in order to provide automatic tracing.
It can be used for tracing any Java app using manual instrumentation as well, but it must be installed on the monitored JVM.
