is _all default enable or disable in 2.1

I check the code and it turns out to be enable, so just come to confirm this

Defaults to enabled, yes. We are investigating ways to save space by
coming up with a query time alternative to _all. It can't work exactly the
same way but it might be worth it to save space on disk.
