Kibana API create rule not visible in Kibana

I am following this documentation to create a kibana rule for alerting with API Create rule API | Kibana Guide [8.13] | Elastic

Now I was expecting to see a new rule in kibana UI but I can't see anything. The rule was successfully created and when I retrieve it with GET I found it.

Is this a normal behaviour? How can I create a kibana alerting rule with API which is afertward visible in the UI?

That should not happen. If you could create an issue in the Github repo with a reproducible example, it would help the team developers identify the issue a lot.
