Kibana plugin tutorial

I'm brand new to kibana and elasticsearch, so if I'm missing something obvious, I apologize in advance.

I am looking at the tutorial for creating a new visualization and plugin based on this tutorial:

I think I followed the steps, but when I restart kibana, I get the message in the log "Skipping non-plugin directory at /usr/share/kibana/plugins/test_vis " and the same for test_visualize_app. I'm using version 6.1.2

that blog post may be out of date, although I didn't double check this.
