I'm sorry, but I have fully followed your request here. Are you missing a mention of the possibility of conditions in actions in the documentation of conditions? Are you missing an example how it works? Or any open questions that needs to be answered first?
I'm happy to improve the docs, but I'd like to understand first and exact, what needs to be improved.
as you already found https://www.elastic.co/guide/en/x-pack/current/actions-index.html which mentions conditions being a part of an action (and of course being optional), this is not enough at that page? What needs to be added there to make sure people dont miss this bit of information?
that's the thing - I did not find it by myself, since I did not have to use the index action initially. So I was not aware that I could have used it in my case where I just used email actions. A colleague told me about the possibility. That's why I thought it makes sense to add that peace of information on the action top level.
