Need Help for Creating Watcher for identifying occurence of same event

Hey,
I want to create a watcher that will give me alert for multiple occurrence of same value in field name

for example
there are 100 events in last 15 mins
and out of those 100 events 10 events have same username ( i want to create alert ) for that
