Open a separate topic on packetbeat on Windows.
Assuming you actually running packetbeat after setup
And include the packetbeat logs.
There is extra configuration for Windows and packbeat did you read all
Packetbeat can be a bit tricky.

Sorry @stephenb i was blocked to not comment for 24h, well it's working now , i've just did restart my kibana service and checked my packetbeat configuration , and installing the service, if it doesn't work for u guys , try to connect with powershell bypass , the command .\powershell.exe -ep bypass then u can install the service and start it
