Register snapshot repositories via config file?

Would it make sense to allow snapshot repositories to be registered via the
config file?

The docs have an example, but it's for running the tests only.

repositories:
s3:
bucket: "bucket_name"
region: "us-west-2"

This would be great, found it confusing in the docs that this is only for
tests
