Rollover index is not working as expected after applied the policy to index

Hi ,

I have created a new ILM policy for rollover index , but when I run the below command I'm getting the below error , and the policy is also not applied to the existing index.

Kibana Devtools console:

GET filebeat-7.1.1/_ilm/explain

Output:

for policy creation and apply it to index I ran the below commands:

Setting up an ILM policy :

PUT _ilm/policy/new_policy
{
"policy": {
"phases": {
"hot": {
"actions": {
"rollover": {
"max_age": "1d"
}
}
}
}
}
}

POST /_aliases
{
"actions" : [
{ "add" : { "index" : "filebeat-7.1.1", "alias" : "filebeat-alias" } }
]
}

PUT /%3Cfilebeat-%7Bnow%2Fs%7Byyyy-MM-dd-HH-mm-ss%7D%7D-1%3E
{
"aliases": {
"filebeat-alias":{
"is_write_index": true
}
}
}

PUT _template/filebeat-7.1.1
{
"index_patterns": ["filebeat-*"],
"settings": {
"number_of_shards": 1,
"number_of_replicas": 0,
"index.lifecycle.name": "new_policy",
"index.lifecycle.rollover_alias": "filebeat-alias"
}
}

POST /filebeat-alias/_rollover
{
"conditions": {
"max_age": "1d",
"max_size": "1gb"
}
}

new index is not creating based on policy and not rollover , kindly help me on this.
