Per this article it looks we have access to TLS and RBAC with the basic version of Elastic. We want to confirm this is true? I have conflicting information in various blogs so want to confirm if my understanding is right.

Your understanding is right! TLS and RBAC are available in Basic license of Elasticsearch.
