Should elasticsearch data restore work when the cluster is red?

Hi,

I have taken a backup on my data on a healthy cluster. Now, due to index curruption or some other reason my cluster went into red state and I tried to restore my data.
All the restore curl commands was running fine and I was able to restore all my data.

I just wanted to check if this is an expected behaviour?
If yes, is there any risk involved in restoring data on an unhealthy cluster?
