Use google/gopacket instead of tsg/gopacket in Packetbeat

Both packages seem to be forked from the gopcap project written by Andreas Krennmair.

Benefits:

  1. Wider community support
  2. Updated more often

I'll be interested in working on it if it sounds like a good idea.
