Watcher is not enabled in ELk docker

We have xpack 5.2 installed in our docker. We are able to see monitoring anf graph tabs.watcher was not available in the management

The initial UI has been released with the Elastic Stack 5.4, see the release announcement at https://www.elastic.co/blog/elastic-stack-5-4-0-released
