As per title, where can i find timelion in Kibana 7.4.0.

If you go to Visualize and Create new visualization, you can find Timelion there as a regular visualization.
If you want to use Timelion as a separate app, you can also set timelion.ui.enabled: true in your kibana.yml - be aware that the separate Timelion app is deprecated in favor of the visualization type and will be removed with 8.0 though.
