Will allocation settings work on closed indexes?

When I set the cluster settings as follows：

"cluster.routing.allocation.exclude._ip" : "10.1.1.1"

It's means that All indices will be removed from this node（10.1.1.1）
My question is ：Will the closed index be moved？
