Bug in visualization without title in dashboard

Panel option is overlapping the first occurrence and doesn't allow to interact with it.
Browser: Firefox 89
Kibana: 7.12.1 and 7.13.3

Steps to reproduce:

Create dashboard
Edit
"Create Visualization" button
"Save and Return"
Switch to view mode

Thanks for the screenshot and reproduction steps. I checked with the team and they agree it's a bug - do you mind if I transfer this info to a GitHub issue? I'll link it here after opening.
