Can dashboard's visualization rendering or load be sequenced | prioritized ?

Is there any way to control load|sequence of visualization in dashboard? say as three viz in dashboard.
when opened dashboard; the sequence of loading the graphs be like viz1, viz3 and then viz2..

No. You will have to write your own plugin to handle this.
